The Every Student Succeeds Act (ESSA) provides federal funding to support student success through several key grant programs. Title I, Part A focuses on improving academic achievement for students from low-income families by providing additional instructional support and resources to close achievement gaps. Title II, Part A strengthens the effectiveness of teachers and school leaders through professional development, recruitment, and retention initiatives. Title III, Part A supports English learners and immigrant students by funding language instruction programs and academic supports to help them achieve proficiency and succeed in school. Title IV, Part A promotes a well-rounded education by funding programs that support student well-being, safe and healthy schools, technology integration, and enrichment opportunities, ensuring that all students have access to engaging and supportive learning environments.

Partnership for Reading Success (PRISM)
The Partnership for Reading Success — Massachusetts (PRISM) I grant is a component of Literacy Launch, an initiative to promote early literacy success for ALL Massachusetts students. This competitive grant will support local education agencies (LEAs), including districts and charter schools, to implement and sustain an evidence-based, culturally and linguistically sustaining multi-tiered system of support for literacy in grades preK–3. Ultimately, a high proportion of students in PRISM districts will meet reading benchmarks, with equitable experiences and outcomes for all student groups.
DESE in collaboration with EEC will provide significant resources, in the form of funding, coaching, and technical assistance resources to PRISM districts and community-based preschool partners, and directly support/guide the districts and community-based preschool partners in an equity-focused literacy improvement planning process and operationalization of that plan.
Commonwealth Preschool Partnership Initiative (CPPI)
CPPI grants are available to districts in high-need communities to support local coordination and investment in access to high-quality preschool. Initial grants support up to a year of planning with implementation grants following.
The grant program aims to provide 3- and 4-year-olds in a district with equitable access to high-quality preschool, while ensuring families have multiple provider options to choose from across public and community-based classrooms. This levels the playing field for kindergarten readiness across the district, establishing coordinated curriculum and similar goals regardless of where a child is enrolled.
21st Century Community Learning Centers (21st CCLC)
The purpose of this federally funded competitive grant program is to support the implementation of academically enriching programming during Out-of-School Time (OST) (school year and summer) that increases student engagement, deepens student learning, and contributes to a well-rounded education.
