I would also like to recognize and thank our incredible team of technology leaders, network engineers, data specialist, and field technicians. Their dedication, expertise, and commitment to service help keep our systems secure, our devices operational, and our classrooms connected each and every day. Dr. Matthew X. Joseph serves as the Assistant Superintendent of Technology and Learning for New Bedford Public Schools, where he leads districtwide initiatives focused on educational technology, digital learning, cybersecurity, infrastructure, innovation, and instructional improvement. With experience as a classroom teacher, principal, district curriculum leader, and technology administrator, he brings a unique perspective that bridges teaching, learning, and technology to support student success.

Throughout his career, Dr. Joseph has been committed to helping schools create engaging, future-ready learning environments where technology serves as a catalyst for creativity, collaboration, and opportunity. He has led large-scale initiatives involving digital learning, artificial intelligence, instructional technology, professional learning, and strategic planning, always keeping students and educators at the center of the work.

Dr. Joseph believes that strong relationships, continuous learning, and thoughtful innovation are essential to preparing students for success in an ever-changing world. His work is guided by a simple philosophy:

Information Systems Manager

Victor DeMedeiros is the Senior Technology Manager for the New Bedford Public Schools and a seasoned IT professional with more than 20 years of experience in technology management, IT operations, and technical support. Throughout his career, he has leveraged technology to improve organizational efficiency, streamline operations, and enhance the overall user experience.

In his role, Victor oversees large-scale technology initiatives, manages complex IT environments, and leads teams responsible for supporting critical educational and administrative systems. His expertise spans infrastructure management, cybersecurity, network operations, device lifecycle management, technical support, and strategic technology planning.

Victor is passionate about staying ahead of emerging technology trends and continuously seeks opportunities to improve processes, strengthen security and compliance, and increase operational effectiveness. He is committed to delivering sustainable, long-term solutions that meet the needs of end users while supporting organizational growth and innovation.

Recognized for his collaborative leadership style and dedication to continuous improvement, Victor fosters a culture of learning, accountability, and excellence within the teams he leads. His ability to align technology with organizational objectives, solve complex challenges, and drive meaningful results has made him a trusted leader in educational technology and IT management.

Luis Vultao is a senior infrastructure and network operations leader with extensive experience designing, modernizing, and sustaining enterprise technology environments in complex public sector organizations. As Senior Network Manager for New Bedford Public Schools, he is responsible for the strategic oversight of core infrastructure services, including network architecture, systems operations, identity administration, endpoint and cloud platforms, lifecycle management, and service delivery across a large, geographically distributed environment.

Over the course of his career with the district, Luis has progressed through increasingly senior technical and leadership roles, building a reputation for operational discipline, architectural foresight, and the ability to execute large scale modernization initiatives. His work has been instrumental in advancing the district’s infrastructure maturity through the implementation of a municipal fiber network, the consolidation and redesign of legacy switching environments, and the architecture of a modern server and disaster recovery strategy designed to strengthen resilience, recoverability, and long term service continuity.

Luis brings deep expertise across enterprise networking, cybersecurity, infrastructure engineering, systems administration, automation, and platform integration. His background includes the design and support of routed and switched environments, network access control, firewall and perimeter security, directory and identity services, cloud administration, unified communications, and operational tooling. He is particularly effective at aligning technical decisions with broader organizational needs, balancing performance, security, scalability, and maintainability in environments where uptime and service reliability are essential.

In addition to his technical capabilities, Luis has significant experience leading teams, directing projects, and managing cross functional support operations. He has overseen technology services spanning dozens of sites, supported district wide initiatives, and helped establish the operational foundations necessary to scale infrastructure in support of evolving instructional and administrative demands. His leadership style reflects a systems-oriented mindset, with a focus on building sustainable, standards-based environments that reduce complexity, improve visibility, and support long term institutional goals.

With a career that spans infrastructure engineering, end user computing, software development, and field support, Luis brings both strategic perspective and hands on execution to every phase of technology operations. He is recognized for translating institutional needs into durable technical solutions and for delivering infrastructure programs that improve reliability, strengthen security posture, and support organizational continuity.

Jason Kowal is an accomplished Information Technology professional with more than 25 years of experience supporting enterprise, government, public safety, and public education environments. He brings a strong academic foundation and a career focused on network and infrastructure stability, operational efficiency, and secure system administration.

His background includes extensive experience in Windows and Active Directory, and Google Workspace, and virtual environments along with server administration, patch and configuration management, voice over ip, enterprise network operations, access management, security, and backup and recovery planning. Throughout his career, he has helped maintain high system availability, improve service reliability, and strengthen end-user productivity through responsive support, training, and process improvement.

In leadership roles, Jason has supervised both small and large technical teams, managed vendor and government partnerships, and overseen procurement, inventory, and lifecycle asset management. He has also contributed to IT governance and strategic planning initiatives, providing guidance on emerging technologies and aligning infrastructure decisions with organizational objectives.

Andrew Langton serves as the Jr. Network Manager for New Bedford Public Schools, where he supports and maintains the technology systems that help power teaching, learning, and daily operations across the district. Since joining the district in 2021 as a Technology Field Technician, he has contributed to the ongoing maintenance and improvement of the technology infrastructure relied upon by students, educators, and staff. In 2025, he transitioned into his current role within the district’s technology team.

Prior to joining New Bedford Public Schools, he worked for Apogee Telecom, now part of Boldyn Networks, supporting colleges and universities across the United States. Beginning as an intern and advancing into a full-time role, he gained hands-on experience managing campus network environments and supporting multiple higher education sites throughout the Northeast.

He supports a wide range of technologies, including network infrastructure, systems administration, cybersecurity, and end-user support. A hands-on learner, he works best by actively engaging with systems and developing understanding through real-world problem solving.

He values communication and collaboration alongside technical work, focusing on translating complex technical issues into clear, practical solutions that build understanding and trust. By combining technical knowledge with a people-first approach, he strives to create reliable technology environments that support learning, growth, and success.

What We Do

The New Bedford Public Schools Technology and Learning Department supports more than devices and networks. We help create the conditions for teaching, learning, communication, and innovation to thrive across our district.

Our team is responsible for maintaining the technology systems that keep schools running every day, including network infrastructure, cybersecurity, telecommunications, classroom technology, software applications, and student and staff devices. We work closely with educators, administrators, students, and families to ensure technology is reliable, secure, and accessible.

Through our districtwide 1:1 device program, students have access to the tools they need to learn, create, collaborate, and explore both inside and outside the classroom. We also support emerging technologies, professional learning opportunities, and digital citizenship initiatives that prepare students for success in an increasingly connected world.

Guided by our pillars of Customer Service, Efficiency, and Innovation, we strive to provide responsive support, implement effective solutions, and continuously look for ways to improve the learning experience for all students and staff.
